The problem is that decentralized things tend to get out of sync and as there’s no central authority, figuring out what is true, what the state of the ledger is, becomes impossible. This is known in the industry as the Byzantine General’s Problem, and it was an open question whether decentralized consensus was possible. Proof-of-work is what solved the problem of coordination.
